This is Max. This is not Max's first time being to close to a porcupine! Unfortunately many dogs don't learn their lesson after the first time!
Porcupines do not "throw" their quills. The quills are only released by physical contact so your dog has to bite or paw at them to be "quilled".
If your dog does get quilled, please do not attempt to remove them yourself. It is painful and the quills have barbs that cause them to easily break and/or migrate to deeper organs.
The quills themselves do have an antibiotic coating, but it only lasts so long especially moving through tissues.
Keep your dog still, preventing them from rubbing or pawing at the quilled area as that can also break quills or push them in further.
Call your regular vet or an emergency vet to get your dog in for quill removal under sedation to ensure that as many quills as possible are completely removed.
Usually your dog will be sent home with antibiotics and anti-inflammatory medications afterwards.

Just a heads up that the Wildlife Services will be distributing oral rabies vaccines baits in Aroostook County from May 13th through May 22nd! IF your dog or cat gets a hold of the vaccine baits studies have shown it is safe, however dogs can get an upset stomach if they eat a lot! Here is the article explaining more!

Today through May 22 USDA Wildlife Services will distribute oral rabies vaccine (ORV) baits for wildlife in Aroostook County. This helps limit the potential for human and domestic animal exposures to rabies through contact with infected wild animals. This bait distribution is in response to sporadic rabies detections in Aroostook County. Studies show these baits are safe in many species of animals, including domestic dogs and cats.
