You should report not because they are sentient beings BUT BECAUSE IN GEORGIA THEY ARE CONSIDERED PROPERTY.

The Humane Society Adoption processes.
Humane Society adoption processes generally follow a multi-step sequence involving application, a meet-and-greet, and a consultation to ensure a compatible match between the pet and the adopter. While specific requirements vary by location, most organizations require adopters to be at least 18 years old (some require 21) and provide a valid government-issued photo ID.

Standard Adoption Steps
The process typically takes between one and two hours to complete once you are at the facility, though some private rescues may have longer timeframes of one to three weeks.

1. Browse and Select: View available pets online or visit the shelter in person. Many organizations update their online listings in real-time.
2. Application: Complete a pre-adoption application or questionnaire. This helps staff understand your living situation, family members, and previous experience with pets.
3. Meet-and-Greet: Visit with the animal in a dedicated bonding room or play yard. Most shelters require all family members in the household to meet the pet before the adoption is finalized.
4. Consultation: Speak with an adoption counselor to review the animal’s medical history, behavioral records, and specific care needs.
5. Finalization: Sign the adoption contract and pay the adoption fee. Many shelters are now cashless and may process payments virtually.

Common Requirements and Considerations
Shelters often have specific policies to ensure the long-term success of the adoption:
Current Pets: Many organizations require existing dogs in the home to participate in a "meet-and-greet" at the shelter to ensure compatibility. Existing pets must also typically be up-to-date on vaccinations.
Housing Verification: If you rent or lease, shelters may contact your landlord to verify that pets are allowed and may require proof of a pet deposit.
Same-Day Adoption: Some municipal shelters allow same-day adoptions if the pet is already spayed or neutered.
Post-Adoption Adjustment: Adopters are encouraged to follow the 3-3-3 rule: 3 days for decompression, 3 weeks for settling in, and 3 months for building full trust.
