Happy Saturday, everyone! We’re sure you’re all eager to hear about the assembly meeting—it went really well, with a lot of community support and testimony! But since it’s the weekend, let’s focus on something uplifting as we roll into some fun!

Meet Tony! He’s embracing his new name, new digs, and a fresh start on the trail with his love-at-first-sight 15 year old friend, Willow! Tony was once a stage 5 fearful dog, resistant to human touch, with a body condition score of 1. When we first rescued him, he was so scared that he wouldn’t eat until we walked away from his food bowl.

Born at the Howling Ranch Kennel, he experienced nothing but aggression from day one, and he was reportedly one of the least favored in his litter. Dogs born into this type of abuse often struggle to rewire their nervous systems and learn that humans can be kind. It’s much easier to rehabilitate a dog that has experienced love even once in their life than one who has known only fear.

But look at Tony now! He’s been with his new foster for about four weeks, and he’s gaining confidence every day! Initially, he couldn’t be let loose in the playpen for fear of not being able to catch him again. However, after some time to decompress and learn that his foster wouldn’t harm him, he graduated to loose playtime with his new husky nugget buddies! He’s even started enjoying walks to new places, discovering new smells, and having a blast.

A huge thank you to our wonderful foster who is doing the angelic work necessary for these dogs’ healing process!

📣 Help Us Create a Paper Trail for the FBX40 Dogs: FNSB Assembly Meeting TONIGHT @ 6pm

Below is a summary of events surrounding the FBX40 dogs, concerns regarding Animal Control’s actions and protocols, and recent public statements made by Jake Lull, former owner of FBX40.

At the bottom of this post, you will find information on how to testify by email, in person, online or by telephone before the Assembly. Anyone can testify, even if you are outside of the borough. The case file is also attached below, and photos from the file are shared here for public review.

Our goal is to ensure accountability and establish recourse with Animal Control regarding animal welfare enforcement, so that no future dogs are subjected to the conditions these animals endured under the care of Jake Lull.

WHAT WE KNOW!
Total Count: 50 Dogs and Growing
- 8 adults still needing homes (please scroll to previous posts to see who is available)
- 5 newborn puppies in need of foster care and socialization (their mother will go with them but has already been adopted)
- Another litter on the way

SITE VISITS
- May 4: A site visit was conducted by a borough-contracted veterinarian along with an Animal Control Officer.

- Reports indicated that the dogs were deemed not to be in “imminent danger” at that time, despite having extremely low body condition scores.

- May 6: A site visit was conducted by Dr. Olson for a second professional opinion, and the dogs were assessed to be in a condition warranting removal, with average body condition scores around 1.

- Animal Control personnel reportedly instructed the veterinarian to contact the Alaska State Troopers (AST).

- When AST became involved, they were advised by Animal Control not to intervene.

- Animal Control informed caretakers that if the dogs were not properly cared for, they could face citations, as the dogs had been placed in their care through a verbal agreement with the owner.

- Public statements and information in the case file indicate that the former owner, Jake Lull has expressed interest in returning to dog mushing.

- Social media statements attributed to him indicating he owes approximately $8,000 in rent and was doing the bare minimum necessary to keep the dogs alive during extreme winter conditions.

Questions for the Assembly
- Why were no citations issued?
Given the condition of the dogs, what factors influenced the decision not to issue citations for animal cruelty, neglect, or failure to provide adequate care?

- Why was AST asked not to intervene?
What was the rationale behind Animal Control’s reported instruction to Alaska State Troopers not to take enforcement action at that time?

- What standards are being applied?
What is the borough’s minimum standard for acceptable animal care, and at what point does the borough veterinarian determine that conditions warrant enforcement action or seizure?

- How were the differing veterinary assessments addressed?What explains the difference between the May 4 determination by the borough veterinarian that the dogs were not in imminent danger and the May 6 assessment by a second veterinarian, hired by the caretakers, that warranted their removal? How does the borough evaluate differing veterinary opinions in cases involving potential neglect?

- What safeguards exist to prevent recurrence?
If an individual whose dogs were removed due to severe neglect seeks to acquire or race sled dogs again, what safeguards are in place to protect animals from future harm?

- If no citations or formal findings are issued, how can the public be assured that documented concerns regarding animal welfare will be considered should that individual seek to own or manage dogs in the future?

These questions aim to promote accountability, and public understanding of how animal welfare laws and enforcement standards are applied in cases involving large-scale neglect.

Every testimony helps create a public record and demonstrates that our community cares about animal welfare, accountability, and prevention of future neglect.

How to Provide Testimony
After reviewing the agenda, you may sign up to testify or submit written comments directly to the Assembly.

In-Person and Telephonic Testimony
Once the agenda has been published, call the Borough Clerk's Office at 907-459-1401 or complete the Sign-Up for Telephonic Testimony form by 4:30 p.m. on the day of the meeting to testify.
- Citizens Comments and Public Hearing testimony is limited to 3 minutes for each person.
- Citizens may also sign-up in person the evening of the meeting.

What to Expect When Testifying Telephonically
- Public testimony will be heard from citizens in the order in which they have signed up.
- The Clerk will call citizens who have signed up to testify at the phone numbers provided when it is their turn to speak.
- Once you are placed into the meeting, the Presiding Officer will ask that you state your name, spell your last name, and provide your neighborhood or place of residence for the record.
- Then your 3 minutes will begin.

Weekend Pupdate: This Time, We Actually Mean Puppies & We Need a Theme!

After a visit to Dr. Olson’s office last Friday, it was confirmed that Storm Fly was about to pop! Not only that, her sister Cloud Jumper is also pregnant and just a few days behind her with a second litter. Unfortunately, the thought lingering in the back of all our minds has come true—Not one unplanned litter, but two.

While we are incredibly grateful that Storm Fly delivered 5 healthy pups and that this litter was born safely under our care, the reality is that the numbers are growing quickly. Between these new pups, the five puppies already rescued, and the second litter expected any day now, our total is now a solid 50 and counting.

Additionally, both mothers are currently in the care of the same rescuer, and we could use some help.

🚨 🐾 This letter is a Call to Action. 🐾🚨 Alaska, we need your help–The former owner of the FBX40 wants to get more dogs and back into mushing. After all of the grass roots efforts we have made as a community to rescue these dogs we can not let history repeat itself.

Animal Control Case # A26-078419:
FORTY dogs plus 5 puppies were rescued from inhumane conditions on May, 06 2026 from Howling Husky Ranch kennel, owned by Jake Lull, 4 miles outside of Fairbanks. Unless citations are issued from Fairbanks North Star Borough Animal Control, there will be no legal authority to stop this individual from acquiring more. (See the end of this post for a link to the FNSB Animal Control Case A26-078419 public record.)

🚩Jake Lull, the owner of Howling Husky Ranch, needs to be held legally accountable. To accomplish that, we need Animal Control to issue citations and create an official record of what occurred.

FNSB Animal Control performed several site visits and documented the status of the dogs’ health and living conditions. The documented neglect and suffering these dogs experienced must follow this individual so that dogs are never placed at risk again.

As many of you know, Alaska has already witnessed the devastating consequences of inaction by authorities. In the recent Caswell 25 case, 25 dogs died from neglect and starvation. That tragedy was compounded by failures in enforcement and a lack of timely intervention. The burden of that loss is still carried by fellow mushers and community members who witnessed it unfold. This is not how the system is designed to work.

Given the timeline and condition of the Fairbanks 40 comparatively to Caswell 25, we expected immediate action to prevent another large-scale animal cruelty case. Instead, Animal Control and the contracted borough veterinarian failed to act. While the dogs continued to suffer, those responsible for protecting them stood by.

While we don't know how many quietly suffered and lost their lives prior to our involvement, we knew the surviving dogs could not wait another day. We were resolute in our commitment to prevent them from becoming yet another tragic victim of starvation.

So WE acted. A grass root community action. We loaded 40 dogs into trailers, dog trucks, and pickup beds. As we looked back at the empty chains and barren ground they were leaving behind, we made a promise: they would never return to that life. Dog after dog willingly climbed aboard, and we vowed they would know compassion, safety, and love from that day forward.

We also vowed that we would do everything in our power to prevent this person from ever owning dogs again.

This is why we need you: We cannot allow this individual to re-enter the mushing community and acquire more dogs. The welfare of future sled dogs depends on accountability TODAY. This will not be the face want representing our state sport.

As mushers and animal lovers, we cannot allow this situation to set a dangerous precedent in the Fairbanks North Star Borough. Animal cruelty of this severity must not be tolerated, overlooked, or accepted. The welfare of our dogs and the standards of our mushing community depend on holding those responsible accountable.

Issuing animal cruelty citations forges a legally binding paper trail. This is critical because these citations document a history of neglect and cruelty which can escalate penalties from civil fines to criminal felonies. In addition, these citations are accessible public records which can be used in future trials or to inform the public of their interactions with Jake Lull. For instance, anyone rehoming a dog/puppy or seeking a dog sled ride would be made aware of his history of animal cruelty and abuse.

📣 Please email Mayor Grier Hopkins and the assembly and urge them to support issuing animal cruelty citations to Jake Lull of Howling Husky Ranch. Accountability matters. Records matter. The FBX40 finally have a future. We need to ensure no other dogs suffer the same abuse from this individual.

🦋 Meet Mei Mei! 🦋 This sweet, mature lady is around 10 years old and would thrive in a home with other kind dogs or just one other to call her forever buddy. She loves to play and share her space, bringing joy to everyone around her.

It was said that she has been around children, though her foster mom hasn’t had the chance to see her interact with them fully. Because of her past abuse, young children may be stressful to her and she would prefer older children who know how to be gentle and respect boundaries.

Mei Mei still enjoys the occasional run in her harness, and a short ski or bike ride would make her very happy! Her ideal forever human(s) should be gentle, outdoorsy, and active. Mei Mei has overcome a difficult past, having come from a challenging situation in the lower 48 before facing more struggles here in Alaska. She has some trauma over her right eye, possible a fracture to her skull and is also extremely fearful of shovels.

Affectionate and loving, Mei Mei adores snuggles and will happily follow a trusted human around. She has shown some separation anxiety and dislikes being left alone (though is not destructive) but she settles down if she’s left with her dog friends.

There’s a possibility she may have been shot at with BBs for making noise, which is why, like her sister Becky, she has the sweetest, quiet howls.

Mei Mei is a very special lady in search of a very special human willing to give her the soft landing she truly deserves. If you think you could be that person, reach out to meet Mei Mei! 💜🪁

We had a fantastic day yesterday at Veterinary Service with Dr. Jeanne Olson! Originally, we planned to spay two females and neuter one male, but Dr. Jeanne discovered old scars on their bellies, confirming they had already been spayed and that they did not need surgery! So, we ended up neutering just Valo, who will soon be ready for his forever home once he’s healed.

It was really wonderful to reconnect with the original heroes of the rescue and see how the dogs in their care are thriving. New collars were handed out and old ones were cut off to wash away past struggles and giving each a fresh fit for their new lives!

Here are some updates of the dogs that joined us yesterday:

🌟 Valo was successfully neutered. Though, when he woke up from surgery he was quite grumbly! It was hard to tell if his sounds were more of a snore or if he felt a bit betrayed for losing his 🥜🤭

🕊 Birdie has gained weight and now lives the inside life. Her new favorite spot is sleeping under the covers on the bed every night.

👠 Betty has successfully petitioned to move from the retiree pen and dog barn to living indoors, proving she can happily cohabitate with cats! She also picked out her new red collar, which looks stunning on her. She has healed from an original body condition score of 0 to 3. Healing takes time for these guys.

👑 Prince Charming received a check-up for his hair loss and skin condition, previously thought to be related to low thyroid levels. Thankfully, hair is regrowing on his belly and underside, indicating the hair loss was due to the severe malnutrition and starvation he endured. His favorite part of the day--Meeting the clinic's new rescue, Foxy! They spent the day playing together and rolling around on the clinic floor. Prince is slowly learning that life can be fun and doesn’t always have to hurt.

🎀 We also had the pleasure of catching up with Becky, the newest addition to the Raven Vet pack! When her former foster came in, she recognized her immediately! She jumped up on her hind legs, showering her with kisses and hugs as if to say thank you. The jumping was something she had never done before, and it was a tear jerker to witness her building the confidence to do so and embracing her new life so fully!

☁️ Cloud Jumper also visited for an examination and showcased her excellent recall, allowing her to be off-leash—much to her human's pride! We’ll have more updates on her status in our next post, so stay tuned!

Looking ahead, we have a total of 16 dogs that will need spayed and neutered. Dr. Olson has generously offered us a flat rate for these procedures, and we couldn’t be more grateful! A huge thank you to our community for your generosity in donating to make this possible, and a special shoutout to Dr. Olson for donating her time and space to the Fairbanks Forty! We are so grateful for everything that she has done for us!

Bobbin, from the Sewing Litter, has officially been promoted to First-Class Adventure Co-Pilot! ✈️🐾

Bobbin has had a difficult journey. After being abandoned and found on a property in Colorado alongside his two littermates, Hexy and Miter, only to end up in the hands of another abusive owner.

Despite everything he’s been through, Bobbin is as sweet as a button. He makes the same high-pitched, raspy little squeak as his littermates whenever he’s excited, which makes us often question if the former owner had his squeaker taken out? Then he reminds us he has a big boy voice when he means business and we breath a sigh of relief. He’s active, responsive, and makes the perfect co-pilot for any adventure, just like his litter mates!

A huge thank you to everyone who donated. Your generosity helped cover his airline fee, travel crate, health certificate, and all the essentials needed to get him safely to his forever home with a truly wonderful family.

🐺 Vidar has officially jumped to the Ritz-Carlton of dog yards! 🐺

Vidar is a Nordic word meaning resilience and survival—and it fits him perfectly.

Vidar is now in the loving care of a small recreational kennel where he will be doted on and cared for the rest of his life!

When we first found him, he was one of the “unknowns” without a name. He had a body condition score of 1 and was visibly stressed and nervous (see photo of before). His coat is thick, which does a good job of hiding his bones, because that’s all he was when we got him. It most likely saved his life after the 50 below winter he just endured.

Since then, he’s transformed. He’s run in harness and was described as a pro—an absolute starter dog with a tight tug and strong work ethic!

He’ll soon be joined by what we believe to be his brother or possibly father (or maybe no relation at all—they just look very similar). Once he’s neutered and the second pen is completed, they’ll be reunited for his homecoming.

Post-Weekend Pupdate! 🐾

Every day, we make progress—whether it’s a new tail wag from a shy foster as trust is built and relearned, new pens being constructed for the recently adopted additions, or vet appointments being scheduled. Let’s keep up the fantastic work, Fairbanks, and show everyone why we’re known as the Golden Heart City! 💛

Here’s what happened over the weekend: we successfully rehomed Roo (story to come) and potentially three of the five puppies. One neuter and two spays are planned for Friday.
