GREAT NEWS – ILLINOIS STATE CIRCUS BILL PASSES SENATE! HB 4255 passed the Senate (51-4) today and now awaits the governor’s signature.

Though Illinois had already banned the use of elephants in traveling acts several years ago, many other species remained unprotected. This new bill would ensure cougars, jaguars, leopards, lions, tigers, nonhuman primates, and bears also do not have to endure the life of deprivation and brutality that animals experience in the circus.

Punch needs to go to an accredited primate sanctuary.

Punch, a 7-month-old macaque at Ichikawa City Zoo in Japan, went viral after footage showed him clinging to a stuffed orangutan for comfort. Japanese media reported he had been rejected by his mother and struggled to integrate into the troop, with zookeepers stepping in after instances of aggression from other monkeys, a challenge young macaques can face when separated early from maternal care.

Now, supporters are rallying around a petition calling for his relocation to a sanctuary specializing in primate rehabilitation, arguing it could offer more individualized care and a secure, enriched environment. This sentiment is backed by animal welfare organizations, including World Animal Protection and PETA, which say that Punch should be “learning vital social skills and exploring a rich, natural habitat—not seeking solace from a toy in a concrete pit.” PETA also cautions that viral moments involving captive baby animals can raise broader welfare concerns.
