A new U.S. law that will impact the postal service has some within the cannabis industry concerned, as it will ban the shipping of v**e products through mainstream mail.

Officially known as the “Preventing Online Sales of E-Cigarettes to Children Act,” the bill was approved by Congress last December. Under this ruling, the United States Postal Service can no longer handle v**e product shipments.
The law, which is set to take effect late this month, was initially made to prevent youth from being able to order to***co products online, and there is no explicit mention of h**p or cannabis in the law, but legal THC cannabis businesses and those in the CBD industry are getting worried about the implications.
“To the extent that they are participants in the industry who are selling v**e products, it absolutely affects them,” explained cannabis attorney Rod Kight of Asheville, North Carolina. 
Now that this is law, the USPS has 120 days to create rules and figure out how to implement this newly legal policy. Entrepreneur Martha Stewart discussed her new business ventures on "Mornings with Maria" on Monday, noting that she recently entered into what she called “a very interesting category, which is the CBD [cannabidiol] category.” Stewart said “we are offering not only the wellness gummies that have become the leading wellness gummy in America,” but also CBD for pets, which she said is a “very fast-growing category.”

The Biden administration on Friday released new guidelines that will no longer penalize political appointees for previous recreational use of ma*****na.
Under the new policy, the White House can now waive a requirement for "Top Secret" clearance for possible appointees in the Executive Office of the President who have previously used pot on a "limited" basis, NBC News reported. The waiver will only be used on a case-by-case basis and can apply to positions that do not ultimately require a security clearance.
Ma*****na use has not been made legal under federal law, though an increasing number of states and cities have moved to legalize the drug for both medical and recreational use. Biden transition officials recognized that the recreational w**d use could potentially pose an issue for prospective appointees, according to NBC.
The new policy will reportedly only apply to ma*****na, and waivers can still be withheld depending on the extent of its use. Anyone who is granted the waiver must then agree to stop pot use during the term of their government service and consent to random drug tests.

According to a January H**p Benchmarks report, leaders in the h**p industry predict that the 2021 growing season will be characterized by more stability, along with an increase in the grain and fiber sectors. 
The price for CBD biomass continues to stabilize, as prices remained steady for January, according to the H**p Benchmarks report, while rates for extracted CBD products decreased this month.
Further stability this year could be driven by the federal regulatory environment. Advocates of the industry suspect the Biden Administration may be more supportive of the developing h**p sector compared to previous administrations, which could create a more favorable regulatory environment for the h**p industry this year, H**p Benchmarks said in an email.
Additionally, the USDA issued its final rule on h**p in mid-January, which also could create a sense of stability for the h**p industry. The report states the final rule contained changes that addressed several of the industry's concerns with the previous interim final rule. The final rule will replace the USDA's interim final rule and will take effect on March 22.

Earlier this month, the U.S. Department of Agriculture (the USDA) announced the publication of its h**p production final rule in the Federal Register, which will go into effect on March 22, 2021. This final rule builds on the interim final rule (the IFR) that was published on October 31, 2019. It includes revisions based on three public comment periods but also takes into account “lessons learned from the 2020 growing season.”
These h**p regulations contain six key provisions:

Licensing requirements;

Recordkeeping requirements;

Procedures for testing the THC level concentration in the h**p plant;

Procedures for disposing of noncompliant h**p (i.e., h**p that exceeds acceptable THC threshold);

Compliance provisions; and

Procedures for handling violations.

The most significant revisions made to the IFR pertain to the procedures for testing the THC concentration and those for disposing of noncompliant h**p. Below are the highlights.
Time of sample collection. The USDA agreed with the concerns expressed by commenters regarding the burden of imposing harvest within 15 days of sampling. As a result, the federal agency extended the testing window within which h**p must be harvest to 30 days following sampling.

This week, H**p Grower took a deeper dive into the U.S. Department of Agriculture's (USDA’s) final rule on h**p released January 15. The final rule made several changes from the department’s interim final rule, including: 

increasing the sampling window (the maximum amount of time allowed between sampling for testing and the planned harvest date) from 15 days to 30.

allowing states to implement “performance-based” sampling, leading to additional flexibility in procedures.

increasing the negligence level from 0.5% to 1%.

Many people might not think of Texas as a state where ma*****na legalization is possible. But the state's changing demographics have led to at least the potential for changes in cannabis laws.
There's also plenty of money involved. As data from other states attest, the legalization of ma*****na paves the way for entrepreneurial opportunities, job creation, and increased tax revenue to go to projects that improve communities and support those most impacted by the War on Drugs.
Lawmakers have filed about two dozen ma*****na-related bills have in the Lone Star State, according to cannabis advocacy organization NORML. They include proposals to expand the state's medical ma*****na program, increase the amount of THC the state allows in cannabis products, and legalize adult-use cannabis.
Few expect adult-use legalization to become law in Texas, but there is strong backing for legislation in the other two areas.

The roots of cannabis have not yet had a proper impact on western medicines because the set of investigations on its effects remains very limited. However, the studies that have been carried out are very promising: it is possible that these roots have a place in the world of well-being and modern medicine.
Nowadays, it is not very common to hear about the use of cannabis roots for any purpose. Usually, they are discarded as residues after the harvest, but it has not always been the case: since the XVII century, several herbalists recommended the root of cannabis to treat the inflammation, the pain of the joints, gout and other conditions.

H**p producers will have more breathing room under newly released rules on the federally mandated THC levels before they are declared criminally negligent, with the margin of error increasing from a total of 0.5% to 1% THC.
H**p farmers and testing agents will also have more time to harvest plants after testing, with the harvest window increased from 15 days to 30 calendar days after sampling is completed, to “better allow for variables such as testing, weather, agricultural practices and equipment delays.”
However, there are still several areas of concern that the USDA did not appear to budge on, including sampling requirements and the mandate for laboratories to register with the U.S. Drug Enforcement Agency.

Within the next few years h**p farming in Florida is projected to grow to about half the size of the state's citrus industry. Much of that growth is driven by CBD production.
Florida Agriculture Commissioner Nikki Fried says h**p cultivation is overtaking some of Florida's best known crops.
“At this moment Florida has 22,078 licensed acres of h**p cultivation after just seven months. This acreage is nearly identical to three of our key crops—tomatoes, watermelon and snap peas and is double that of what we have in production of strawberries here in the state of Florida," Fried says.
State lawmakers passed legislation in 2019 that okayed h**p farming in Florida. Since then, Cannabis director Holly Bell says the industry has taken off. H**p is made from the same kind of plant as ma*****na, but h**p plants are non-euphoric. Ever since the cannabis legalization process began to gain global momentum, much has been said about its medicinal and therapeutic potential, as well as the huge market that awaits behind the doors of adult-use regulation.
