This is HORRIFIC.
What is even worse is that this man has been convicted of this before and was sentenced to prison and probation in 2015. The recidivism rate on animal cruelty is undeniable as is the link between animal crimes and human crimes.
We are so thankful to Berkeley County Sheriff's Office and their cruelty investigator, Inv. DiFalco, for policing such a large and complex case and charging the subject appropriately for his horrific actions.

MONCKS CORNER, S.C. - (Thursday, July 3, 2025) Berkeley County Sheriff Duane Lewis announced the arrest of a man who is facing 74 animal cruelty related charges after more than 30 dogs were seized from his property. Loney Leroy Garrett, 77, of Garretts Court, was arrested on Wednesday. Garrett is being charged with 35 counts of Ill Treatment of Animals, 35 counts of No Rabies Inoculations and four counts of Improper Burial.
On June 22, deputies responded to a residence on Garretts Court following an investigation into multiple violations involving the care and treatment of animals. Deputies discovered 35 dogs being kept in deplorable and unsanitary conditions. The animals were found confined in feces-filled crates with urine-soaked wooden boards. The Berkeley County Animal Cruelty Investigator noted that the dogs had no access to clean drinking water or adequate food. The dogs’ water buckets were filled with dirty, feces-contaminated liquid.
A search warrant was executed on the property that led to the discovery of the bones and skulls of four deceased animals, including two skulls buried just below the surface.
Further investigation revealed that Garrett transported dogs from Tennessee into South Carolina without the required health certificates or proof of rabies vaccinations. None of the 35 dogs in his possession were found to be properly inoculated for rabies, as mandated by state law.
“These were not just violations of the law, these were acts of cruelty and neglect that put both animals and our community at risk,” Berkeley County Sheriff Duane Lewis stated. Duane Lewis. “Our Animal Cruelty Investigator, along with Berkeley County Animal Control and the Charleston Animal Society spent hours at the property to rescue the dogs that were in poor living conditions.”
The dogs were removed from the property and are receiving veterinary care and evaluation.
Garrett’s son, Loney Garrett Jr., is being charged with one count of Ill Treatment of Animals.
The Berkeley County Sheriff’s Office continues to investigate.
