In line with the PNP Focused Agenda on Community Support, the Regional EOD and Canine Unit-NCR (RECU-NCR), under the leadership and supervision of PMAJ JASPER D TAGULAO, OIC, RECU-NCR, conducted PAPA (Pampublikong Anunsyo at Paalala mula sa Ahensya ng PNP-EOD/K9 Group).

The activity was conducted to disseminate vital public safety announcements, reminders, and precautionary measures to the community, particularly on matters concerning explosive safety, threat awareness, and proper response to suspicious items or situations.

Through PAPA, the personnel of RECU-NCR continuously strengthen public awareness and community participation in promoting a safe, secure, and resilient community. This initiative also highlights the commitment of the PNP-EOD/K9 Group to bringing its services and safety advocacy closer to the public.

In line with the PNP Focused Agenda on Enhanced Managing Police Operations, the Regional EOD and Canine Unit-NCR (RECU-NCR), under the leadership and supervision of PMAJ JASPER D TAGULAO, OIC, RECU-NCR, personnel of this unit conducted a junkshop visitation and inspection within its area of responsibility, particularly focusing on the presence, handling, storage, and disposal of potentially hazardous materials.

The activity aimed to increase police visibility, promote public safety, and ensure compliance with laws, rules, and regulations governing the handling and storage of hazardous materials. It also sought to prevent accidents, fire hazards, and other incidents that may pose risks to the safety of junkshop personnel, nearby residents, and the general public.

Through proactive inspection and continued coordination with junkshop owners and operators, the RECU-NCR remains committed to preventing hazards, maintaining peace and order, and protecting the community in support of the PNP’s mandate to Serve and Protect.

🐕‍🦺 ENHANCING K9 CAPABILITY THROUGH CONTINUOUS TRAINING

In line with the PNP Focused Agenda on Management of Resources, the Regional EOD and Canine Unit-NCR (RECU-NCR), under the leadership and supervision of PMAJ JASPER D TAGULAO, OIC, RECU-NCR, conducted a Three (3)-Day K9 Refresher Training.

The activity was conducted to enhance the knowledge, skills, and proficiency of K9 handlers and strengthen the operational readiness of the unit’s K9 teams. The training also served as an opportunity to reinforce proper handling techniques, established protocols, and best practices in the effective utilization of K9 assets in support of police operations.

This initiative reflects the unit’s commitment to continuous capability development, proper management of resources, and operational preparedness, ensuring that RECU-NCR personnel and K9 teams remain ready and responsive in the performance of their duties.

HIGH-EXPLOSIVE THREAT NEUTRALIZED AS MAKATI POLICE BUST CHINESE NATIONAL’S ARSENAL AND DRUG CACHE

Quick police action averted a potential disaster on the evening of August 15, 2026, after operatives of the Makati City Police Station uncovered a live military-grade gr***de, high-powered fi****ms, and dangerous drugs hidden inside a condominium unit in Barangay Palanan.

The alarming discovery began at approximately 4:55 PM when the building's property administrator rushed to the Palanan Police Sub-Station 2 to report that a live fragmentation gr***de had been found inside a residential unit occupied by a foreign national and his partner. Responding quickly to the grave threat, local officers and an Explosive Ordnance Disposal team secured the area and successfully neutralized the explosive device. A subsequent search of the vacated belongings yielded a sachet of suspected shabu, two tablets of suspected ecstasy, and identification documents linking the tenant to the cache.

Tracking down the suspect's secondary occupancy within the building, officers approached the door for questioning. Upon answering, the suspect slammed the door shut and refused to cooperate. With the assistance of building management, law enforcement gained lawful entry, apprehended the 38-year-old Chinese national and his 25-year-old female companion, and executed a search incidental to the arrest.

The operation yielded a loaded Springfield caliber .45 pistol housing ten live rounds, a folding knife, additional suspected shabu, and a glass tube with ma*****na residue. The seized narcotics carried a combined Standard Drug Price of ₱13,600.00.

The primary suspect now faces multiple severe criminal complaints, including violations of Republic Act 10591 for illegal fi****ms, Republic Act 9516 for the unlawful possession of explosives, Republic Act 9165 for dangerous drugs, and Batas Pambansa Blg. 6 for deadly weapons, while the recovered pistol undergoes strict licensing verification.

NCRPO Regional Director PMGEN ANTHONY A ABERIN commended the decisive multi-agency response involving Makati police personnel and Barangay Palanan's Bantay Bayan volunteers, emphasizing that residential communities will never be allowed to serve as safe havens for transnational lawlessness.

“A live gr***de inside a residential building is not just contraband—it is a disaster waiting to happen in the middle of our community,” PMGEN ABERIN stated. “This operation sends an unmistakable message that no one, foreign or local, can treat Metro Manila as a playground for deadly weapons and illegal drugs.”
