One thing about our rescues… they KNOW good food when they taste one!! 🐱💙

Tried giving them Luscious Wet Food recently and the bowls got cleared so fast 😭✨ Even some of our picky cats were suddenly very interested in mealtime.

Seeing rescue cats eat this happily will always heal something in us 🥹🐾

Kapon for All Pets or KfAP is a proposed local ordinance by PAWS that aims to make FREE kapon more regular, accessible, and sustainable for indigent pet owners and their companion animals.

Here’s how KfAP works:

First, the Local Government Unit (LGU) provides incentives to participating private veterinary clinics. These clinics may avail of tax incentives and/or discounted business permits from the LGU.

In return, these clinics will provide FREE spay and neuter services for the pets of qualified indigent pet owners, as certified by the City Veterinarian.

This allows pet owners who may not have the means to afford the procedure to receive free kapon for their pets right inside the private vet clinics.

How many animals can be helped? For example, if 10 private veterinary clinics in a particular city participate under the KfAP program, and each clinic fixes 10 animals per month, that already means 100 animals fixed monthly in that city, or 1,200 animals in one year.

This is on top of what the City may already be doing in their “Araw ng Tanggap” at the City Veterinarian’s Office or in different barangays when they do on-site spay-neuter (SN). This is also in addition to the animal welfare NGO’s SN outreach program partnerships with the LGU.

Through this system, kapon is institutionalized not only within the LGU operations, but private partners within the jurisdiction are able to actively give back to the community.

With a KfAP ordinance, kapon is more continuous, scalable, and accessible to those who are in need of it.

Councilors and LGU officials may request a copy of the proposed ordinance by emailing Atty. Anna Cabrera, PAWS Executive Director, at [email protected].

Incidentally, all Metro Manila Mayors have already received electronic and hard copies of the KfAP from PAWS as early as 2022.

CNVR (Catch-Neuter-Vaccinate-Return)
should be mainstream. Not impounding. Not euthanasia.

Stray cats do not deserve to suffer simply because they were born into a world that failed to protect them. Behind every growing population is a cycle of abandonment, neglect, and lack of humane action.

CNVR is more than population control. It is compassion put into action. It prevents endless litters, reduces suffering, and protects both animals and communities in a humane and sustainable way.

Impounding and euthanasia do not address the root cause. But CNVR creates long-term change by preventing suffering before it begins.

It’s time for humane solutions to become mainstream. Because every life deserves care, dignity, and a chance to exist without cruelty.

The duality of a cat: Actively annoyed that I’m breathing near them, but then immediately demands headbumps at the end.

You just can’t resist it, Tola! 💙

Today’s mood of our rescues…

Serving some serious bombastic side-eyes and spicy attitude today! 🌶️ They might look a little grumpy, but we promise they are sweethearts (sometimes). Which mood are you feeling right now? 🤪
