In this drill, Gray demonstrates the core of what it means to be a Search and Rescue K9—committed to the find and unshaken by distraction.
As emphasized in the FEMA Canine Search Team Certification Evaluation Handbook - Live Find: “Once the canine has committed to the victim location, it must remain focused, stay at the victim location and demonstrate an ‘independent of handler’ bark alert behavior for 30 seconds.”
Even in training, dogs must stay engaged in search work—ignoring distractions and maintaining alert until the target is found and confirmed.

UP MMDA VANGUARD K9 SAR volunteer efforts started out initially as a mere gathering of pet owners and dog enthusiasts who also happen to be advocates of culture of preparedness as recalled by Mr. Ramon Santiago, Technical Head of the MMDA K-9 Search and Rescue Unit. Mr. Santiago is a long-time veteran of the MMDA who served as head of its Flood Control and Information Center, and adviser to the Metro Manila Disaster Risk Reduction and Management Council. He was also instrumental in the development of the Metro Yakal response plan, with five dogs trained by Engr. Ruben Sarmiento, Jr. founder of Falkor K-9 and support from combined sources of MMDA, Mr. Ray Villasensor and at times, voluntary services of Dr. May of Pet Lovers' Clinic. The Volunteer Program was born. The K9 Search and Rescue (SAR) volunteers project started out of necessity. With a 7.2 Magnitude Earthquake that is expected to hit Metro Manila and nearby provinces covered by its 100-kilometer West Valley fault line.
The Start
UP- MMDA- Vanguard K9 Volunteer Corps a Non-profit Volunteer Organization established on Sept 2017 in a Tripartite program of University of the Philippines, Metropolitan Manila Development Authority and University of the Philippines Vanguard Incorporation with the guidance of our Advisory Council Mr. Ramon Santiago, Regent Atty. Spocky Farolan and Manuel Macrohon, and under the supervision of its President Engr. Ruben Sarmiento Jr.
Developments
Today, the program has increased its program with the Integration of UP Resilience Institute and UP College of Veterinary while expanding its program to UP Los Baños, Proudly in 2 years of existence UP-MMDA- Vanguard K9 has become an epitome of volunteerism not only in community-based response but also in responding to the calls of need in the different part of the Philippines among the community members both uniformed and private citizens. Indeed, Helping others always brings out the best in us. Failure cannot take root when one works from the heart. The authenticity, passion, and sincerity of volunteers lead to excellence as Lt. Col. Vivian A. Gonzales, MNSA, GSC, Ph.D. once said.
