The Municipal Government of Matag-ob clarifies that the gamefowl breeding program is a lawful livelihood initiative, not a gambling project.
Gamefowl breeding is a recognized agricultural activity, distinct from gambling, and operates within existing national regulations. The Municipal Government of Matag-ob does not fund betting or cockfighting events. The program is limited to animal breeding, basic management, and livelihood training for local farmers.
Under Section 17(b)(2)(iv) of the Local Government Code of 1991 (RA 7160), municipalities are expressly mandated to provide livelihood and other pro-poor projects as part of their basic services and social welfare functions.
Livelihood programs must reflect local realities and lawful economic activities. Teaching residents how to breed livestock responsibly is enabling self-reliance, not promoting gambling.
The Municipal Government of Matag-ob remains committed to legal, transparent, and community-based livelihood development.
