On August 20, 2025, our team was given the opportunity to sit down and raise our concerns with City Administrator Atty. MacLord Zafra, City Councilor Pastor John Antolo, Acting Agriculture Head Ricky Muscosa, and City Veterinarian Dr. Anselmo Perez.
We understand that impounding and culling will still continue as mandated under City Ordinance No. 2007-003. While this remains heartbreaking for us, we also appreciate that the city has expressed willingness to strengthen efforts that can help prevent the cycle of abandonment, reproduction, and neglect, such as:
• Implementing pet registration (within the city proper);
• Holding spay/neuter operations; and
• Up-to-date social media postings of impounded dogs for the public to see
These measures are already mandated in City Ordinance No. 2007-003, and we hope to see them fully carried out. If consistently implemented, they can make a real difference. We believe that these are not the final solution, but they demonstrate that progress is possible when compassion is incorporated into the decision-making process.
For us, this is a reminder to keep working together—with the city, with the community, and with fellow animal advocates—for more humane and lasting solutions. 𝗘𝘃𝗲𝗿𝘆 𝘀𝗺𝗮𝗹𝗹 𝘀𝘁𝗲𝗽 𝗺𝗮𝘁𝘁𝗲𝗿𝘀, and we stay committed until no stray animal in Kabankalan has to suffer or die unseen.
