The Nigerian Veterinary Medical Association (NVMA), Yobe State Chapter, under the leadership of its Chairman, Dr. Ibrahim Jalo Muhammad, FCVSN, paid a courtesy and appreciation visit on Tuesday to the Honourable Commissioner for Agriculture and Natural Resources, Hon. Alhaji Ali Mustapha Goniri.

The Association expressed profound gratitude for the recent posting of Dr. Zarah A. Yusuf, FCVSN, to the Ministry as Director of Planning, Research and Statistics (DPRS). Speaking on behalf of the veterinary profession in the state, the Chairman described the appointment as well-deserved, timely, and a significant honour to the profession. He noted that it reflects recognition of competence, experience, and dedication, and expressed confidence that Dr. Zarah will apply her expertise to advance the Ministryโ€™s mandate.

Dr. Jalo also commended the Honourable Commissioner for his strong commitment to agricultural development in Yobe State. He observed that the stateโ€™s agricultural transformation and investments continue to attract national attention and serve as a model beyond its borders. The Chairman highlighted the positive impact of these interventions on livelihoods, food security, and economic empowerment, and appreciated the Commissionerโ€™s leadership and vision in strengthening the sector.

In response, Hon. Alhaji Ali Mustapha Goniri thanked the Association for the visit, describing it as a homecoming, an honour, and a clear demonstration of professional solidarity. He particularly valued NVMAโ€™s firm support for the newly posted Director.

Reflecting on the professionโ€™s heritage dating back to 1988, the Commissioner described veterinary medicine as a rigorous and highly disciplined field whose practitioners are trained to protect animal health, safeguard livelihoods, and contribute to public health and food security. He urged members of the Association to uphold the dignity and integrity of the profession and to continue supporting the developmental agenda of His Excellency, the Executive Governor of Yobe State, Hon. (Dr.) Mai Mala Buni, CON, COMN.

The visit underscored the strong partnership between the veterinary profession and the agricultural sector, and reaffirmed NVMA Yobeโ€™s commitment to professional excellence, constructive collaboration, and the progress of Yobe State.

Yobe State Pilot Livestock Development Program (YPLDP) and Yobe State Hisbah Commission Forge Partnership to Combat Animal Cruelty, Illegal Slaughtering and Improve Welfare of Food Animals.

The Yobe State Pilot Livestock Development Programme (YPLDP) has initiated a strategic partnership with the Yobe State Hisbah Commission to strengthen efforts towards combating animal cruelty, curbing illegal slaughtering of food animals, promoting responsible animal ownership, and improving animal welfare across the state.
The partnership was discussed during a courtesy visit by the Management of the Yobe State Pilot Livestock Development Programme, led by the Programme Manager, Dr. Bulama Maina Yaro, to the Yobe State Hisbah Commission, where the delegation was received by the Chairman of the Commission, Assoc. Prof. Yahuza Hamza Abubakar.
The visit was aimed at strengthening institutional collaboration and exploring areas of mutual cooperation in safeguarding animal welfare, promoting responsible animal ownership, protecting public health and supporting food safety across Yobe State.
In his remarks, the Programme Manager commended His Excellency, the Executive Governor of Yobe State, Hon. Mai Mala Buni, CON, for the strategic and thoughtful decision to establish the Yobe State Hisbah Commission. He noted that the establishment of the Commission provides an important platform for promoting social responsibility, community values, law and order, and responsible relationships between people, animals and the environment.
Dr. Bulama emphasized the serious public health risks associated with the improper ownership and management of dogs, particularly the threat posed by rabies and other zoonotic diseases. He stressed the need for responsible dog ownership, including proper confinement and supervision, routine vaccination, prompt reporting of dog bites and suspected rabies cases, and appropriate veterinary attention. He noted that stronger community awareness and collaboration with the Hisbah Commission are essential to preventing dog mediated rabies transmission, protecting communities and promoting a one health approach to disease prevention.
The Programme Manager also highlighted concerns regarding the transportation and handling of food animals, noting that livestock are sometimes subjected to unnecessary stress, injuries, overcrowding and inappropriate handling during transportation, marketing and before slaughter. He emphasized that humane treatment of animals is not only an ethical responsibility but also an important component of sustainable livestock production, food safety and public health.
He further drew attention to the menace of illegal slaughtering of food animals outside approved slaughter facilities and without appropriate veterinary inspection. According to him, such practices can compromise meat hygiene and inspection standards, increase the risk of unsafe meat entering the food chain, and potentially expose consumers to preventable public health risks.
The Programme Manager expressed his appreciation to the Chairman of the Yobe State Hisbah Commission, Assoc. Prof. Yahuza Hamza Abubakar, for granting the YPLDP delegation an audience and for providing a platform for constructive discussions on issues of mutual concern. He described the engagement as an important step towards establishing a practical and sustainable institutional partnership for the protection of animal welfare and public health in Yobe State.
In his response, the Chairman of the Yobe State Hisbah Commission, Assoc. Prof. Yahuza Hamza Abubakar, welcomed the initiative and expressed the Commission's readiness to collaborate with YPLDP in areas within its mandate. He emphasized that the humane treatment of animals is not only a matter of public health and responsible citizenship but also carries important significance in Islam. He cited the well known teachings of the Prophet Muhammad (SAW) concerning kindness to animals, including the narration of a woman who was granted forgiveness and Paradise for providing water to a thirsty dog, while another narration warns of severe punishment for a woman who neglected and failed to feed a cat under her care. He noted that these teachings demonstrate the strong Islamic emphasis on compassion, responsible animal ownership and the prohibition of cruelty towards animals.
The Chairman further acknowledged the importance of responsible dog ownership, particularly in view of the risks posed by rabies and other zoonotic diseases, and stressed the need for greater community awareness, proper management of dogs and cooperation with relevant veterinary and public health authorities.
The partnership is expected to strengthen coordinated efforts towards protecting communities from preventable zoonotic diseases, promoting responsible animal ownership, ensuring humane treatment of livestock, improving food safety and advancing sustainable livestock development across Yobe State.
The engagement reflects the commitment of the Yobe State Government, under the leadership of Hon. Mai Mala Buni, CON, to strengthening institutional collaboration and adopting community oriented approaches to addressing challenges at the intersection of animal health, animal welfare, public health and community safety.

Rabies: A Shared Responsibility for Safer Communities

Rabies is more than a public health concernโ€”it affects our health, safety, security, and peaceful coexistence.

Although rabies is 100% preventable, it is almost always fatal once clinical symptoms appear in both humans and animals. Prevention remains our most effective and life-saving strategy.

Protecting our communities is a collective responsibility. Government efforts alone are not enough; every community and every dog owner has an important role to play by ensuring responsible dog ownership, regular vaccination of dogs, and prompt reporting of suspected rabies cases.

Let us all remain vigilant, act responsibly, and support measures that promote public safety. In the interest of protecting lives and preventing the spread of rabies, laws and regulations guiding responsible dog ownership will be strictly enforced.

Together, we can eliminate rabies and build healthier, safer, and more peaceful communities.

The Yobe State Government, in partnership with the Livestock Productivity and Resilience Support Project (L-PRES), has successfully established a modern Artificial Insemination (AI) Laboratory at the Livestock Investigation and Breeding Centre (LIBC), Nguru.

The state-of-the-art facility is a strategic investment aimed at accelerating genetic improvement in livestock, reducing calving intervals, and increasing milk and meat production across the state. It is expected to strengthen livestock breeding services by providing artificial insemination, semen collection and storage, capacity building for AI technicians, and extension support to pastoral and agro-pastoral communities in Yobe North and other parts of the state.

The establishment of the laboratory underscores the commitment of the Yobe State Government to modernizing the livestock sector, improving animal productivity, and enhancing the livelihoods of livestock farmers through innovative and sustainable breeding technologies.
