Foot targets are your answer!
They dont have to be small or high, but there needs to be a clear difference between the target and the surrounding flooring.
The ones you see in the picture are only 1 inch tall and work well for the smallest of dogs.

He very rarely stands still out on a walk but when he does he enjoys maintaining his proprioception skills with little challenges in the environment (non-slip and safe to get on and off).
